How can I output/stream my computer's video to the USB port? - rca yellow to usb

I have a cable that plugs into the USB TV USB (yellow / white / red-TV input, RCA). I listen to my video hardware (screen) to the USB port with no hardware or video cards. Is there software for my video output to USB? Or is there a way to do this in WinXP too? So basically I use my TV as a monitor with this USB-to-RCA. Pls help!
